<p><h3>Overview</h3><p>We are currently seeking a Manager, IT Third-Party Governance, Procurement and SAM to join our team.</p><p>The Manager, IT Third-Party Governance, Procurement & Software Asset Management leads the governance, compliance and risk management for technology investments, ensuring alignment with business strategy and team member needs. This role provides oversight, reporting and assurance to internal policy, regulatory expectations and industry standards in terms of vendor relationships and procuring technology or technology services. The Manager fosters a strong risk management culture through cross-functional collaboration. This role facilitates business enablement by coordinating with technology, enterprise risk and procurement teams and business leaders to optimize value and ensure third-party compliance. The Manager also manages IT financial obligations including contract renewals, licensing, budget support, and third-party / IT procurement related to IT leadership and the IT Risk Committee.</p><h3>Responsibilities</h3>
<ul>
<li>Leadership: Provides leadership to the IT Procurement and software asset management team, including recruitment, training, coaching, and performance management. Manages the team’s workload and prioritizes and allocates work within the team.</li>
<li>IT Third-Party Governance: Working closely with IT relationship managers, executes practices and program for managing risks related to third-party governance. Ensures IT Third Parties are held accountable and meet performance expectations. Assures compliance with federal regulatory requirements and interfaces with risk & internal audit leaders to ensure regulatory adherence. Guides and advises business relationship managers in their completion of due diligence assessments, collection and review of documentation to meet federal regulatory requirements. Analyzes the results, risk assesses and reports the status and observations of the due diligence assessments. Ensures third-party risks are well managed to support IT operation resilience and reduce the impact and likelihood of business disruption.</li>
<li>IT Procurement: Oversees the acquisition of technology-related products and services. Matures procurement practices, rationalizes investments in technology and aligns with the IT budget. Works with IT and business leaders to evaluate continued software and service needs while finding opportunities to improve the financial position of the credit union. Manages supplier relationships, monitoring performance, and addressing any issues that arise. Effectively communicates and collaborates with other teams, ensuring the IT procurement process supports the overall business objectives. Stays updated on industry trends and emerging technologies to make informed purchasing decisions. Ensures IT purchase orders and invoices are produced and paid timely and within budget and works with Finance to report any variances.</li>
<li>Software Asset Management (SAM): Oversees the organization\'s software assets to ensure accurate inventory, optimal utilization, compliance, and cost-effectiveness. Develops and implements SAM practices aligned with First West\'s objectives, industry standards and regulatory requirements. Manages software licenses, tracks usage, and ensures compliance with vendor agreements and legal standards. Manages contracts, assists IT leaders to manage vendor relationships and addresses issues related to software assets.</li>
</ul>
<h3>Required Skills, Experience & Qualifications</h3>
<ul>
<li>Bachelor’s Degree in Technology or a related field or a combination of experience in education is required</li>
<li>One or more of a reputable industry certification CISA, CISM, CRISC, CISSP, PMP, Agile, ITIL is required</li>
<li>7 years’ experience in progressively senior positions in technology, financial services or consulting space required</li>
<li>Proven experience in IT, third-party management, risk management frameworks and IT service management</li>
<li>Prior experience in developing technology governance, risk and operational programs</li>
<li>Strong leadership skills and business relationship management skills, with the ability to influence others within the organization and form relationships with different business units</li>
<li>Demonstrated written and verbal communication skills, with the ability to interact effectively with senior leadership as well as with a wide variety of stakeholders</li>
<li>Strong consulting and problem-solving skills, with the ability to develop customized recommendations to improve the overall effectiveness and efficiency of the organization</li>
<li>Demonstrated knowledge of IT governance and management frameworks such as COBIT</li>
<li>Expert level understanding of technology risk and cybersecurity frameworks such as NIST, ISO 27001, SOC 2 etc.</li>
<li>Good understanding of Software as a Service, contracts, software licensing and managed services</li>
<li>Working knowledge of IT operations processes and practices such as software asset management. Background in ITIL concepts preferred</li>
<li>Displays an understanding of risk and risk ownership by being able to demonstrate adherence to policies and procedures.</li>
