Tasks:

  • The Contractor’s resources will perform tasks in support of DGAEPM related to SharePoint. These tasks may include:
  • Gather requirements from the respective designated DGAEPM Section Officers of Primary Interest (OPIs):

  • Lead and coordinate effort with respective Section OPIs as part the requirements gathering process to facilitate good information collection and tracking of progress,
  • Become familiar with the type of business activity performed within each DGAEPM Directorate and their respective users/customers both within the Directorate and Division,
  • Provide Section OPIs, with information on available SharePoint data collaboration and integration features with other Microsoft products and how these features can be used to meet their needs,
  • Identify and document each Section’s information access, document exchange and business collaborative needs,
  • Determine any constraints (on end users) and /or controls required to effectively manage the information and business collaborative needs;

  • Develop and prepare diagrammatic plans for SharePoint 2019 and Microsoft Office SharePoint for review by Section OPIs to review and validate:

  • Create and apply designs that optimize usability of the existing function of SharePoint 2019 that meets the DGAEPM end user requirements,
  • Perform architectural modelling to ensure consistency of the design with existing work and the DWAN,
  • Develop/write code based upon design and user requirements,
  • Monitor the need for design changes as the project progresses,
  • Develop test plans for testing the design,
  • Develop post-implementation plan for monitoring/tracking design stability,
  • Program, develop, maintain and design within the architecture of SharePoint,
  • Ensure the Plan for SharePoint 2019 is in accordance with (IAW) Shared Workspace Services (SWS) Custom Development Constraints Listing and Assistant Deputy Minister (Information Management (ADM(IM)) SWS Governance Directive. Note: Directive to be provided once Resource is contracted;

  • Execute the creation of the final approved design plan for SharePoint 2019 and Microsoft Office 365 SharePoint on the server:

  • Test the SharePoint site IAW test plan,
  • Ensure functionalities have been implemented according to user requirements,
  • Develop and maintain Office suite and MS InfoPath forms and documentation;

  • Monitor/track design stability IAW post-implementation plan;
  • Support the implementation of the DGAEPM SharePoint Site;

  • Draft a DGAEPM SharePoint Guidance / Procedures document for the Section Site Owners and end users,
  • Assist with the initial migration of documents to the DGAEPM SharePoint site on behalf of the Sections,
  • Provide guidance/coaching to Site Owners on features of SharePoint IAW its intended use,
  • Program, develop, maintain and design within the architecture of SharePoint.

  • Provide administration of the Site;
  • Prepare the handover for knowledge transfer and ongoing support especially before the end of the Contract.


Deliverables:

The Contractor’s resources will be required to prepare and submit various deliverables resulting from the services provided. These deliverables may include, but are not limited to the following:



  • A design model using SharePoint 2019 and Microsoft Office 365 SharePoint that meets the user requirements;
  • Modelling outputs/results for assessment of the model;
  • SharePoint Plan;
  • Documents for design changes to justify the need for the change;
  • Test plans to validate design;
  • Post-implementation plan to monitor/track design solution functionality/performance;
  • Final approved design plan for SharePoint 2019 and Microsoft Office 365
  • Transition plan if the DGAEPM SharePoint is upgraded; and
  • Draft Guidance and Procedure documents that assist Site Owners and end users to effectively utilize the functionality provided by the SharePoint site and Final documents once Draft documents are approved.


Mandatory:


MT.1 The Bidder must clearly demonstrate that the proposed resources has a degree / diploma / certificate in one of the following: 1. Website Development; or 2. Computer Programming. From a recognized post-secondary institution. Please provide a copy of your degree/diploma as well as all relevant certifications – note: it is mandatory that this be included in the bid submission



OR

The Bidder must clearly demonstrate that the proposed resource has a minimum of sixty (60) months in the last ninety-six (96) months experience related to computer website support and design.



MT.2 The Bidder must clearly demonstrate that the proposed resource has a minimum of sixty (60) months combined experience within the last ninety-six (96) months in programming, developing, maintaining and designing in the architecture* of SharePoint. *Architecture is defined as the complex or carefully designed structure of something. Please indicate which bullets in your resume apply to this requirement by placing (MT.2) beside the bullet.


MT.3 The Bidder must clearly demonstrate that the proposed resource has a combined minimum of thirty-six (36) months experience within the last sixty (60) months troubleshooting SharePoint using the following:


  • SharePoint Designer (SPD) in a version no earlier than 2016; and
  • Nintex; and
  • Office suite and MS InfoPath in a version no earlier than 2016; or
  • Microsoft PowerApps and InfoPath.

Rated:


RT.1 – The Bidder should demonstrate that the proposed resource has a minimum of one (1) of the following Microsoft Certifications:

  1. Microsoft 365 Certified: Teamwork Administrator Associate Certification; or
  2. Microsoft Certified Technology Specialist; or
  3. SharePoint 2010 Certification; or
  4. Microsoft SharePoint 2010, Application Development (MCPD) Certification; or
  5. Microsoft Certified Professional; or
  6. Microsoft Specialist: Microsoft SharePoint; or
  7. Microsoft Certified: Azure Fundamentals; or
  8. Microsoft 365 Certified: Fundamentals; or
  9. Microsoft Power Automate Essential Training; or
  10. SharePoint Framework for Developers: 1 – Understanding the Toolchain; or
  11. SharePoint Framework for Developers: 2 – Authoring and Debugging Solutions; or
  12. Nintex Workflow Pro; or
  13. Microsoft PowerApps: Using the Common Data Service; or
  14. Microsoft Certified: Power Platform Fundamentals.


RT.2 Has twenty-four (24) months combined experience within the last ninety-six (96) months in using or operating all of the following SharePoint components:


  1. Content Types;
  2. Term Store;
  3. SharePoint Features in a version no earlier than 2016;
  4. Standard SharePoint WebParts in a version no earlier than 2016;
  5. SharePoint administration;
  6. SharePoint Security/Permissions


RT.3 has twenty-four (24) months combined within the last ninety-six (96) months in using, programming, developing, maintaining and designing in the architecture of Microsoft Office 365.
